Under article 249 , the Union Parliament can invade the State List . अनुच्छेद 249 के अधीन , संघ की संसद राज्य सूची का अतिक्रमण कर सकती है .

The Union Parliament can make laws for the whole or any part of the territory of India . संघ की संसद भारत के संपूर्ण राज़्य क्षेत्र या उसके किसी भी भाग के लिए विधान बना सकती है .

Also , the residuary powers vest in the Union Parliament -LRB- article 248 and entry 97 of the Union List -RRB- . अवशिष्ट शक्तियां भी संसद में निहित हैं [अनुच्छेद 248 तथा संघ सूची की प्रविष्टि ( 97 ) ] .

Even in the specifically assigned areas a subject in the State List , i.e . , falling within the sphere exclusively reserved for the States ceases to be so reserved in certain circumstances under which the Union Parliament may legislate in that subject area also . राज़्यों को राज़्य सूची मं विशेष रूप से सौंपे गए विषयों के संबंध में भी , कुछ परिस्थितियों में , संसद विधान बना सकती है .

If by a two-thirds majority , Rajya Sabha passes a resolution to this effect , the Union Parliament can make laws for the whole or any part of the country even with respect to a matter enumerated in the State List -LRB- article 249 -RRB- . यदि दो तिहाई बहुमत से राज्य सभा इस आशय का कोई संकल्प पारित कर देती है तो संसद समूचे भारत या उसके किसी भाग के लिए विधियां बना सकती है ( अनुच्छेद 249 ) .

Under the scheme of our Constitution and its provision of universal adult franchise , the people exercise their sovereign power while casting their votes to elect representatives to the Union Parliament . हमारे संविधान की योजना और र्सावभौमिक वयस्क मताधिकार की इसकी व्यवस्था के अंतर्गत लोग संघीय संसद के लिए प्रतिनिधि चुनने हेतु मतदान करते समय अपनी प्रभुसत्ता का प्रयोग करते हैं .

Finally , under articles 2 , 3 and 4 , new States may be formed and areas , boundaries or names of existing States altered by the Union Parliament by ordinary law passed by simple majority votes . अंततः , अनुच्छेद 2 , 3 और 4 के अधीन , संघ की संसद साधारण बहुमत से पारित साधारण कानून द्वारा नये राज्य बना सकती है और वर्तमान राज्यों के क्षेत्रों , उनकी सीमाओं या उनके नामों में परिवर्तन कर सकती है .

Under Articles 2 , 3 and 4 of the Constitution , the Union Parliament can by ordinary legislation admit or establish new States in the Union , alter the name , area and boundaries of the existing States . संविधान के अनुच्छेद 2 , 3 और 4 के अधीन , संघ की संसद साधारण विधान के द्वारा नये राज्यों को संघ में शामिल कर सकती है या उनकी स्थापना कर सकती है , वर्तमान राज्यों के नाम , क्षेत्र और उनकी सीमाओं में परिवर्तन कर सकती है .

Article 246 lays down that the Union Parliament would have exclusive jurisdiction to make laws in regard to items in the Union List , the State Legislature would have exclusive power to make laws in respect of items in the State List and both the Union and State Legislatures could legislate in the area of items included in the Concurrent List . अनुच्छेद 246 में व्यवस्था है कि संघ सूची की मदों के बारे में संसद को विधियां बनाने की अनन्य अधिकारिता होगी , राज्य सूची की मदों के बारे में राज्य के विधानमंडल को विधायां बनाने की अनन्य शक्ति होगी और समवर्ती सूची में शामिल मदों के बारे में संघ तथा राज्यों के विधानमंडल , दोनों की विधान बना सकते हैं .
